Starter has died?

Hi @Abe or whoever else might be able to help! I live in Sydney Australia. My starter is about 2.5 weeks old, I’ve been feeding it with plain bread flour 1/2 cup, warm filtered water 1/4 cup every 24 hours. My apartment is on average 21-26 degrees C. It’s never doubled in size from what I’ve seen, it bubbles and rises but not very much and it’s getting slower. It smells pleasant and has a dry sort of top on it? Photos attached. Please help.


Leave it. Keep warm and only stir it every 12 hours for the next few days.
